When a potential order has been discussed in detail and it was promised that one would get back to the customer regarding a concrete offer and execution, then one should also do that. Especially with customers who have already spent money with this company. If one does not want or cannot accept an order, one should say that openly. It's not a big deal. There are others who can do it. Simply not getting back in touch despite a promise is just poor style.
